Sailing Instructions

 

  1. RULES

 

1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing.

1.2 The following rules will also apply: Sailing Instructions, Notice of race.

1.3 From sunset to sunrise, the International rules of avoiding collisions at sea apply, which changes the rules of RRS Part 2.

1.4 If there is a conflict between rules the Sailing Instructions will take precedence.

 

 

  1. ELIGIBILITY, DIVISIONS

 

2.1 The right to participate: Mono hull sailing boats with valid sailing license. Regatta is open only for boats of Seascape 18, 24 and 27 and First, Seascape edition 18, 24 and 27 . Competitors will comply with ISAF Eligibility Code. All crew members must be verified by their national sailing authorities and all boats must have vignette issued by Croatia Sailing Federation.

 

2.2 DIVISIONS

–  70M or approximately 24h for the 18’

–  95M or approximately 30h for the 24’ and 27’

 

  1. NOTICES TO COMPETITORS 3.1 Will be available to all competitors in the Race Office during the registration from Wednesday, 8.5.2019. All other information will be posted on the Notice board in Freespirit center and event web site.

 

  1. CHANGES TO SAILING INSTRUCTIONS

4.1. Any change to the sailing instructions will be posted at least two hours before the start of the race it will take effect, except that any change to the schedule of races will be posted by 20:00 on the day before it will take place.

4.2. Competitors will be notified about the changes via WhatsApp group notifications.

 

  1. SIGNALS MADE ASHORE

5.1. Signals made ashore will be displayed at race committee office in front of Freespirit center.

5.2. When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ in the race signal AP.

5.3. Apart of Signals competitors will be notified about the changes via WhatsApp group notifications.

 

  1. SCHEDULE OF RACES

6.1. Dates of racing:

  1. THE COURSES

8.1. The definition of the course marks is defined in the Attachment.

 

  1. START

9.1. Races will be started by using rule 26 with the warning signal given 5 minutes before the starting signal. The starting line will be between the buoy (yellow or orange) on the  port side and the committee boat on the starboard side.

9.2. A boat starting later than 30 minutes after her starting signal will be scored “Did Not Start”. This changes rule A4.

9.3. If any part of a boat’s hull, crew or equipment is on the course side of the starting line during the two minutes before her starting signal and she is identified, the race committee will attempt to broadcast her sail number or bow number on VHF channel 74 Failure to make a broadcast or to time it accurately will not be grounds for a request for redress. This changes rule 62.1(a).

 

  1. THE FINISH

10.1. The finishing line will be between the buoy (yellow or orange)  on starboard side and the committee boat  on the port side.

 

  1. PROTESTS AND REQUESTS FOR REDRESS

11.1. In addition to the rule 61.1(a) protesting boat shall after finish come to the race committee as soon as possible and inform about her protest and protestee.

11.2. Protest forms are available at the race office. Protests shall be delivered there within the protest time limit.

11.3. The protest time limit is 60 minutes after last boat has finished the given course. Time limit for protests by the race committee and protest committee about incidents they observe in the racing area and requests for redress is 60 minutes after last boat of any course has finished the race. This changes rules 61.3 and 62.2.

11.4. Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Notices will also be communicated via WhatsApp group notification. Notices of protests lodged by Race Committee or Protest Committee will be posted in accordance with RRS 61.1(b).

 

 

  1. SCORING

12.1. The Low point scoring system of Appendix A will apply.

12.2. If one check point has not been turned regarding to sailing instructions the boat will be penalized by 15% of sailing time.

12.3. If boat does not turn two check points in one race, he will be DSQ. This changes rule 44.

 

  1. SAFETY REGULATIONS

13.1. Boats retiring for any reason in any race shall promptly report to the Race Committee.

13.2. Any use of engine for the propulsion purposes for rescuing people, giving help or any other reason shall be after arrival reported in written form to the Race Committee stating reasons for such procedure.

 

  1. REPLACEMENT OF CREW OR EQUIPMENT

14.1. Protest committee may permit replacement of a crew member(s) based on written request submitted latest one hour before scheduled start of the race.

 

  1. ADVERTISING

15.1. Boats are required to fly Seascape First flag on their forestay at all times when they are moored at their designated race berth. Noncompliance can result in the protest from the side of Race Committee.

 

  1. RADIO COMMUNICATION

15.1. A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. Exception is communication with the race committee.

15.2. Each boat has to send one update on the progress, including a photo, position (descriptive or GPS) and short update on situation on board on the WhatsApp group, once every 4 hours. Failure of reporting can result in the protest from the side of Race Committee.

 

  1. PRIZES

16.1. Prizes shall be awarded as per Notice of race

 

  1. DISCLAIMER OF LIABILITY All those taking part in the regatta do so at their own risk and responsibility. Skipper claims any and all responsibility whatsoever for loss, damage, injury, death or inconvenience that might occur to persons and materials, both ashore and at sea as a consequence of participation in the event. Each boat owner or his representative accepts these terms by signing entry form. The attention of competitors is drawn to ISAF Part 1 Fundamental Rule 4: A boat is solely responsible for deciding whether or not to start or to continue racing.
